I think the opponent will get a chance to attack it. You can only use your quick cast before or after one of your creature activations, or in the start/end quick cast rounds.
I don't think you could use your quick cast before the activation of a creature that isnt a valid activation at the time you start quick casting rouse the beast.
That said, there are a number of ways to catch your opponent off guard with it. For example, if you get the last activation in a turn, you can use it to rouse the beast on a creature, and the opponent will be out of activations.
