Its generally not a good idea not to cast anything at all in a given turn, but using 2 cheap spells is a really common tactic when we play mage wars.
For example, Jinx + Nullify only costs 7 mana, can seriously screw with your opponent, and lets you back 3+ mana for next turn.
Also, Decoys are great for this. If you want to save mana, equip a decoy. You can make the other player seriously second guess, and next turn you get your mana from decoy back.
