Hi Guys, please forgive the delayed response, my team just alerted me to help answer this post.

The short answer: YES, the Divine Intervention can be revealed to teleport away, and the Chain Lightning sequence would end because it failed to damage a target.

If you want more details, here are some notes on comments and posts above:

Attack Spells are both spells and attacks. We made them their own separate spell type (instead of letting them be an incantation) because of that unique quality.

As a spell, it has 3 Steps: Cast, Counter, Resolve. If it is not countered, then it resolves. For attack spells, the attack occurs during the Resolve Spell Step (all 8 steps of the attack sequence are followed during the Resolve Spell Step). For Chain Lightning, it's resolution means that it starts attacking targets, one at a time.

The Chain Lightning, although traveling at the speed of light, for game purposes, its attacks are resolved one at a time, in sequence (they do not happen simultaneously).

Enchantments can be revealed after any Phase or Step. That means after any Action Phase (a creature finishes taking it action), or after any game Phase (such as the Channeling Phase), or after any of the 8 Steps for an Attack, or after any of the 3 Steps for a spell. Enchantments can also be revealed during the special "Counter Spell Step" which was made just for this purpose, and allows you to reveal enchantments which might counter spells (this Step was also secretly created for an upcoming counter spell which will requires a special Step!).

The Cast Spell Step is your chance to make sure you have everything right for your spell. Make sure the target is in range and legal, you have the mana to pay costs for the spell, etc. For attack spells, this is very similar to the Declare Attack Step, because you are targeting an object to be attacked. Divine Intervention can NOT be revealed DURING this Step. You must allow your opponent to finish this Step, pay all costs, and cast the spell.

Once the Cast Spell Step is over, the spell is cast and "locked in". Costs are paid! You can not change targets. Divine Intervention could be revealed during the next step, the Counter Spell Step, and Teleport the target away. When the spell goes to resolve, if there is no legal target, then the entire Chain Lightning Spell is countered and canceled.

Assuming Divine Intervention is not revealed, then Chain Lightning moves to the Resolve Spell Step. At this point it cannot be countered (as a spell)! The attack is in motion and will proceed! However, the attack can still be stopped by other effects - as you will see below.

When Chain Lightning resolves it begins its first attack on the first target. It will go through all 8 Steps of the attack sequence for each new target.

The Declare Attack Step for the first target is pretty much a duplicate of the Cast Spell Step. You can breeze through this step, in most cases, because the target was already chosen during the Cast Spell Step.

You cannot reveal a Divine Intervention during the middle of the Declare Attack Step. But, after the Declare Attack Step, and before damage is dealt during the Damage and Effects Step, you could reveal Divine Intervention and teleport away. If you do this, the target is gone, there is nothing to continue attacking or assign damage to, and the attack is canceled.

If Chain Lightning fails to damage a target, it stops. It can only continue if it damages a target. It cannot change to a new target (because the target is locked in during each new declare Attack Step). Choosing which target to attack next happens during the Declare Attack Step for each new target. Once that step is done, the new target is locked in. After the Declare Attack Step is over, you cannot change your mind and try to choose a new target when Divine Intervention is revealed.

Is there a time when Divine Intervention could be played, but the Chain Lightning continues? Yes! If Divine Intervention is revealed after a target is already damaged (such as right after the Damage and Effects Step). The target teleports away, and that particular attack ends. But, since the target was already damaged, Chain Lightning continues on to attack a new target.
