I don't think that would quite work. As it is, it's not like the loser (or winner) burns through their entire spellbook. I think it would limit choices without really doing much for game length. And you also have to make sure that with reduced spell points a mage can win. So while I think that would be a reasonable start, I think you;d have to couple that with lower starting health, like the introductory game. Maybe use 3x3 instead of 4x4 board as well.
