The bluff portion is no different than a handful of decoys, and the loss of the illegal enchantment/2mana/action makes it a highly risky thing to do in the first place.

That 'solution' causes more problems than it solves. If I prepare and cast a Seeking Dispel to counter an illegal card, does that mean that I can go back into my spellbook and Prepare a different spell to replace it? Mixing up the Preparation and Action phases is entirely outside the normal rules of the game.

The easy and enforceable solution is to declare illegal moves illegal. Casting a facedown Chains as a "zone enchantment" is every bit as illegal as giving myself 5 extra mana while my opponent isn't looking.

Bluffing with a Chains of Agony is different from a Decoy because a Decoy is a card specifically designed to bluff with. You have to pay 1 spellbook point for every opportunity to bluff, and your number of bluffs is limited by the number of Decoys you put in your deck.

If you allow players to bluff with a chains of agony, then can I pay 2 mana and cast a face down Leather Gloves on my Mage as if it was an enchantment? Maybe I can cast 2 mana and put a Lord of Fire as a "facedown zone Enchantment".
