It has to be. Otherwise there is no action in the game which allows you to play an enchantment.
That's a great point. And yet, the rules under "Casting Spells" clearly do not apply to playing enchantments. So I would argue that the rules for what you can do for quick action should be augmented to explicitly list playing an enchantment.
