If someone wants to build a Warlock deck with 60 Fireballs in it and nothing else, why not ? I doubt it would be very succesful after all.
So : why the 4-card restriction ?

Elemental wand x4 and Fireball x4 = 8 cards and potentially infinite fireballs... at a huge discount.
IMHO they could lift the cap on cards and I would find it very hard to see the need to select more than 5x any card... save creatures. even that is pushing it considering you can summon only so much. My spell book is fun as heck and I have over 30 unique spells in my 61 spell grimoire. Compared to an "efficient" MTG deck of 15+/- unique spells (15x4).
In the end, it's your game. House rule it and "Vas Flam" away but be wary of those who can reverse magic...
EDIT - lol, I see what you are asking, your right. The limit is not really needed, eh? But I can see how 20 Moonglow Faeries would be annoying...
Yeah, It doesnt seem very needed. It probably is more for cheap, versatile cards like nullify and jinx. That said, variety is a key to winning. If you do the same thing over and over, a properly built spellbook will have an answer for it.
