There are 3 types of actions - Full, Quick and Quickcast. See page 15 in the rulebook for a complete description of Quick Actions and Full Actions. See page 12 for a complete description of the Quickcast Action. The Quickcast Action can only be performed by a Mage and is represented by the black action marker with the double "M".

It helps to remember that actions are required to cast spells. The type of spell (i.e. Full or Quick) that you can cast depends on the type of action you are taking. Quick spells can be cast in any action while Full spells can only be cast in a Full Action.

Full and Quick Actions allow Creatures to perform other activities other than casting spells. For example, move, guard or attack. The Quickcast Action is limited to the Mage only and can only be used for casting a Quick spell.

Note - this information is summarized on the back page of the rulebook.

Answer) Yes, you can use your Action phase to cast a Quick spell. You can even perform other activities during the Full Action like moving one zone first and then casting the Quick spell. You would then flip your action marker over to indicate you have completed the Action phase for that creature.
